Job Description

Duties The United States Space Force (USSF) Headquarters, Space Operations Command (HQ SpOC) at Peterson Space Force Base, Colorado is searching for a Program Analyst (NH-0343-03, GS 12/13 equivalent). Description: Are you a critical thinker who can serve as the USSF Field Command lead for NC3-ITW/AA? Do you have experience leading a team of professionals in exercise, risk management, Staff Assistance Visits (SAV), guidance, and oversight. Provide tactical and strategic guidance to NC3-ITW/AA. The United States Space Force's (USSF) Space Operations Command (SpOC) is looking for you to serve as the Program Analyst. The ideal candidate will be a leader, motivated, and a self-starter with the ability to comprehend a wide range of issues concerning Nuclear Command, Control, and Communications (NC3), Integrated Tactical Warning/Attack Assessment (ITW/AA), and related NC3 cyber boundaries, risk management, Staff Assistance Visits (SAV), and oversight. The candidate will accomplish senior level program analyst planning, organizing, and determining necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance of assigned field command/major command (MAJCOM) programs involving United States Space Force (USSF) operations. Candidate will provide clear guidance for execution of goals designed to meet the Commander's Lines of Effort (LOE) with focus on NC3 and ITW/AA. Experience and knowledge should also demonstrate ability, expertise, and experience applying expert analytical and evaluative skills to determine the actions necessary to assess a variety of major mission and operational plans that are compatible with a broad assessment and evaluation NC3 and ITW/AA. Developing funding guidance for and participate with planners in fiscal planning to develop input into the Program Objective Memorandum (POM). Developing new methods for testing and evaluating the effectiveness of planning, programming, and budget actions/processes in support of NC3 and ITW/AA. Analyzing the effect of high-level decisions (e.g., Joint Chiefs of Staff), on processes, developing changes in areas where necessary and preparing justification rationales to support the changes. Defending recommendations to higher levels of management as necessary. Establishing on-going evaluation mechanisms for evaluating the effectiveness of NC3 and ITW/AA as they relate to major mission and operational plans support. Performing risk/benefit, dollar cost/economic analysis in support of decision making on significant issues. Key Skills and Abilities: 1. Knowledge of a wide range of qualitative and/or quantitative methods for he assessment and improvement of command level plans and programs for conducting major operations such as Nuclear Command, Control, and Communications (NC3), Survivable/Endurable programs, Integrated Tactical Warning/Attack Assessment (ITW/AA), Missile Warning/Missile Tracking; Combatant Commanders Integrated Command and Control System (CCIC2S); U.S. Nuclear Detonation (NUDET) Detection System (USNDS); Space Situational Awareness; Command and Control; MILSATCOM; Space Position, Navigation & Timing; Testing, Training, Tactics & Exercises; Global Information Grid Operations & Defense; Cyber Counter-Threat; Cyber Integration; Cyber Warfare; deployment, mobilization, exercise, training systems, foreign military sales, Planning, Programming, & Budgeting System (PPBE), acquisition, special operations, or similar operations. 2. Knowledge of military (including command level) program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. 3. Knowledge of the application of military space/cyberspace/NC3 operations expertise as they apply to programs and weapons systems. 4. Knowledge of how to fight a space/NC3/ITW/AA weapon system through a congested degraded operationally limited (CDOL) environment in accordance with Chief of Space Operations (CSO) vision, direction and guidance. 5. Skill in designing and conducting comprehensive studies and preparing solutions to especially broad, important, and severe military operational and contingency areas. 6. Ability to plan and organize studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. 7. Ability to review, interpret, and translate Doctrine, Policy, Strategy, Tactics, and Instructions and implement vision, direction or guidance with Space Force/NC3/Cyber weapon systems, missions, or organizations. 8. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. Requirements Conditions of Employment * U.S. Citizenship Required * This position is on-site and does not allow for telework. * Employee must be able to obtain and maintain a Top-Secret clearance with SCI access. * Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise. * This position has been designated for drug testing. Incumbent is subject to random urinalysis testing as a condition or employment. * May be required to travel by military or commercial aircraft in the performance of TDY assignments. * May be required to work overtime on an unscheduled or emergency basis. * Space operations, Nuclear Command, Control, and Communications (NC3), Integrated Tactical Warning/Attack Assessment (ITW/AA), and NC3 cyber experience is highly desirable. * This position is subject to Temporary Duty Assignment (TDY): Approximately 15 days per year. * Position will close in 5 business days or 75 applications (whichever comes first).
